While it is not yet collected or spent, state government officials must forecast estimated revenues well into the future. The use of economic projections is both a science and an art form. When the myriad of charts, graphs, and data points are distilled, predicting revenue to be collected during the following year is an educated guess – a carefully crafted and considered effort – but an estimation nonetheless.
